Otep Konsulting S.L. was founded in 2015, a company dedicated to managing human capital esources (R&D, Research and Development) and strategic international investment advisory.
The OTEP project was founded as a continuation of the family legacy of Mr. Rafael Buzón Castillo, who in 1957 founded Otep Internacional S.A., the first company in Spain dedicated to the structural engineering sector. With more than 9,000 projects, we highlight the completion of the Santiago Bernabeu Stadium, Colon Towers, Kio, Crystal Tower, Winsor Building, Europa Tower, Olympic Villa, expansion of Congress and Senate, Terminal T4c.

Dr. Leticia D. Buzón, granddaughter of Mr. Rafael Buzón, has upheld his values throughout her more than 25 years of professional experience, through commitment, responsibility, and effort.
Mr. Rafael Buzón Castillo has been the greatest inspiration for Dr. Leticia’s successful professional career as a businesswoman. She is the mother of three children.

Businesswoman and member of the Illustrious College of Madrid (ICAM, 2000). Outstanding Cum Laude Doctor in Politics and International Relations from the Complutense University of Madrid (UCM). Master’s degree in European Social Policy (London School of Economics & Political Science, LSE) and Master’s degree in Labor Advisory (Garrigues & Andersen).
Specialist in Economic, Social, and Cultural Rights by the United Nations.
Residing in Nairobi (Kenya) between 2009-2014, advising public and private institutions on the implementation of development policies.
Resident in Istanbul from 2014 to 2022 for the resolution of strategic reports on the facilities proposed by the European Union. In 2015, she founded Otep Konsulting S.L.
Leticia is a strategic consultant specialized in international business helping companies expand their operations globally. His work focuses on identifying growth opportunities in international markets, mitigating the associated risks. She leads international expansion projects for clients in various sectors by evaluating competitors and formulating market entry strategies.
She is the creator of the first company Spanish established on the border Turkish-Syrian for the production and product export. In the year 2021 she founded the company OTEP SA in Türkiye. She currently maintains her residence between Madrid and Istanbul, with offices in both cities.

The Otep project was founded as a continuation of the family legacy of Mr. Rafael Buzón Castillo, who in 1955 founded Otep Internacional S.A., a company dedicated to the structural engineering sector. Otep Internacional S.A. developed more than 9,000 projects, including the Santiago Bernabéu Stadium, the Kio Towers, and the Torre Europa in Azca.
A life full of great personal and professional achievements.
1920 – 1940
Early years
Rafael Buzón was born in Seville
into a large family. Upon completing
his military training, thanks to
his passionate commitment and dedication,
he went on to lead the calculations section of
the technical office of Huarte y Compañía.
1944
Santiago Bernabéu Stadium
He participated in the first phase of what
is now the Santiago Bernabéu Stadium.
Later, he also took part in the development
of the projects for up to three more expansions
that shape the stadium’s current appearance.
1960
El Corte Inglés
He began working on significant commercial
building projects, mainly for El Corte Inglés,
but also for Galerías Preciados,
having completed more than 60 large buildings for
El Corte Inglés since then.
1975 – 1990
Business Centers
Among the various projects of the time
were multiple office towers such as
Centro Colón, Torres de Colón,
Torre de Valencia, Torre Europa,
Citibank, Banco de Sabadell,
and Edificio Cuzco.
2000 – 2005
Skyline y T4
During the first years of the new millennium,
Otep participated in the 50% Spanish project
that developed the new T4 terminal,
as well as in the development
of two of the four towers
that make up Madrid’s skyline.

Valle de los Caídos Monument
He was in charge of the writing, design,
and construction of the Valle de los Caídos Monument:
a 138-meter cross, atop a 150-meter hill
with both arms extending 21 meters in cantilever,
all more than 100 meters above the ground
using the means and systems of the time.
1955
Founding of Otep Internacional
Rafael Buzón founded Otep S.L., which a decade
later became Otep Internacional S.A.,
the first independent structural engineering firm
not tied to a construction company
or the Bank of Spain.
1970
Sports Monuments
Otep Internacional carried out
numerous sports projects,
including involvement in football stadiums
such as the Helmantico in Salamanca,
the Sánchez Pizjuan, and the Santiago Bernabéu,
as well as sports pavilions like the
Real Madrid Basketball Pavilion
(now demolished), the Sports Pavilion in León,
and several bullrings.

Expo 92
For Expo 92, the design of 7 Pavilions
was developed, including those for ONCE,
the Red Cross, the Vatican, the United States,
Cruz Campo, the Confederation of
Andalusian Entrepreneurs,
and the large Auditorium.
